This district is the main reason is Amegakure is considered to be a small but highly industrialized hidden village located in an unnamed country. The Lower Ring houses many factories and skyscrapers, housing countless workers within. It’s usually crowded and very loud due to the never ending work, which is why the people reside in another district other than this one, though it is possible to find peaceful areas as well.
