The Upper Ring streets are always lively, at any hour
The Upper Ring is where most of the villagers and shinobi live. Inside this ring are a vast assortment of shops and restaurants as well as the financial and residential district, containing houses and regular buildings. Along with the Lower Ring, it is considered to be one of the two hearts of the city. Reo and lots of other people tend to also call it the District of Light, since it is impossible to find it dark even at night thanks to the countless neon signs and street lamps.
