It pulls the target into a subspace and weighs the value of their life against their attributes. It will subsequently shuffle all the attributes that person has, while sealing away the Avatar it was used upon, if that one is judged to be off-balance in anyway. This skill is one of the highest tier and applies even to other gods, as such the temperament of its user has to be guaranteed through works.

Support #3: Judgement of the Stars : A skill which takes away the agency of good or bad from the person who has it. It could be seen as a curse, as that person is technically bound to be amoral. It gives them the ability to see things from a completely object perspective and allows them to pursue a singular goal without interference. Because this skill doesn't take morality into consideration, often times the user will make decisions that are fair or just, but not necessarily good.
